Algeria: $71.6 Billion Energy Program Unveiled as Domestic Demand Hinders Export Gains

Summary:

On 17 October 2026, Algeria announced a $71.6 billion investment program through 2030 covering upstream hydrocarbons, refining and petrochemicals.

The government aims to increase primary hydrocarbon production from 193 million tons of oil equivalent (toe) in 2026 to 201 million toe by 2030, while raising the share processed domestically from around 30-32% to more than 50%.

The investment comes as rising domestic demand puts pressure on export capacity, with the domestic market absorbing more than half of Algeria’s natural gas production between January and July 2026. Gas consumption also rose by 8.9% in 2025, reaching 57.27 billion cubic meters.

Outlook:

While the disruption around the Strait of Hormuz creates an opportunity for Algeria to expand energy exports and strengthen its position as an alternative supplier to European markets, rising domestic consumption could constrain its ability to capitalize on shifting demand.

Algiers could face the challenge of increasing export volumes without compromising domestic supply, making the pace of new production central to whether the country can turn regional energy disruption into sustained export gains.
